About the Role

We are looking for an experienced Procurement Manager to lead and optimize telecom sourcing across key Asia-Pacific (APAC) markets. In this role, you will build and manage strategic partnerships with telecom operators and Communication Service Providers (CSPs), drive commercial negotiations, and ensure cost-efficient, high-quality procurement of cloud communication services.

You will work cross-functionally with Sales, Product, and Technical teams to align procurement strategy with business growth and product requirements.

Key Responsibilities

Channel & Partnership Development

• Build and manage strategic partnerships with telecom operators and CSPs across key APAC markets

• Develop a diversified, stable, and high-performance international telecom supplier network

• Maintain continuous communication with partners to strengthen long-term collaborations

Procurement Negotiation & Cost Control

• Lead pricing, commercial, and SLA negotiations with APAC suppliers

• Balance cost optimization with profitability and service quality

• Monitor market trends and pricing dynamics to adjust sourcing strategies and control overall procurement costs

Supplier Management & Risk Mitigation

• Build, maintain, and optimize the APAC supplier database

• Implement structured supplier segmentation and performance evaluation (service quality, delivery reliability, compliance)

• Draft, review, archive, and supervise the execution of supplier contracts

• Identify and mitigate operational, compliance, and partnership risks, including contingency planning

Demand Coordination & Business Support

• Collaborate closely with Sales and Product teams to align procurement resources with business needs (Voice, SMS, data transmission, etc.)

• Work with Technical teams on supplier onboarding, product testing, and quality assurance

• Ensure procured services meet technical, quality, and regulatory standards

Market & Industry Insight

• Track APAC cloud communications regulations, technology trends, and competitive landscape

• Collect supplier intelligence and market benchmarks to support procurement strategy and product innovation

Qualifications & Requirements

Experience & Industry Knowledge

• Minimum 5 years of experience in telecom, cloud communications, or a related industry

• Previous experience with leading CPaaS providers (e.g. Telesign, BICS, CM or similar) is highly preferred

• Hands-on experience in procurement, channel management, account management, or routing operations

• Strong understanding of telecom operator partnership models across key APAC markets

• Solid knowledge of procurement processes, cost structures, and quality benchmarks for core CPaaS products (Voice, Messaging, DIDs, WhatsApp Business, eSIM, APIs)

• Proven ability to work cross-functionally in an international environment

• Willingness to travel short-to-medium term within the APAC region

Language Requirements

• Professional working proficiency in English

• Mandarin proficiency is a strong advantage
